Passports

FHAGBI is the only official passport issuing office for the KFPS in the UK. Every Friesian that has been fully registered with the KFPS as a foal will have been issued with a KFPS passport. Depending on when the Friesian was born it will have been issued with an old-style green/yellow KFPS passport, or a new-style maroon KFPS passport. So what's the difference?

The old-style green/yellow KFPS passports were issued prior to 2004 and do not have a Section IX Addendum, which is the medical treatment section. Vaccinations and the use of medications have to be recorded in the passport by the veterinarian unless the horse keeper/owner has declared in the passport that the horse is not intended for human consumption. This status can no longer be changed so without this declaration, every horse with the old-style green/yellow passport is destined for human consumption.

Before June 30th 2009, the old-style passports could be supplemented with a medical treatment insert (Section IX Addendum), but if for whatever reason a passport has not been supplemented with this insert, it is now no longer valid. In such a case, you will have to send the original old-style, green/yellow passport to the KFPS. They will overstamp the old passport and issue a new original passport. More details on this procedure can be found below under the 'Old-style Passport' heading. After January 1st 2010, the KFPS are compelled to enter a restriction on any exchanged passport which prevents the slaughter of the horse for human consumption and can be found on page 26 of the passport.

There are times when passports get lost, damaged or stolen and in these instances, you can request a duplicate passport. Also, if you move house/change name you should request to have your details updated on your horse's passport.

Please note, in order to update a Friesian’s passport into your name you must first update their registration paper so that you are listed as the current owner. Please see the Registration Papers section for more information on how to do this.

FHAGBI cannot change ownership on passports which were not issued by the KFPS or on passports belonging to another breed of horse.

CHANGE OF OWNERSHIP

Once you have received the updated registration paper back from the KFPS in your name, follow these steps;

New-style passport

  • MEMBERS
    1. Take a copy your horse’s passport; keep these for your own records.
    2. Download, print and complete the TO2 - PASSPORT CHANGE OF OWNERSHIP FORM.
    3. Enclose copy of the horse’s registration paper.
    4. Enclose passport.
    5. Enclose a cheque for £7.25 made payable to 'FHAGBI Ltd '(to cover posting the passport back to you via Royal Mail Special Delivery).
    6. Send the above documents to Michaela Green (address is on the TO2 form).

    The passport will be updated and returned to you within 5 days of receipt. Your horses' details along with your name and address will be inserted and held on the Central Equine Database (CED). Please note that FHAGBI, KFPS and DEFRA will be permitted to have access to horse passport details and owner/keeper names and addresses for studbook management and animal health surveillance purposes.

    Cost: FREE - apart from cost of return postage (£7.25)

  • NON-MEMBERS

    If you are not a member of FHAGBI and do not wish to become one, we are still able to update ownership details on KFPS Passports. However, we will need proof of ownership in the form of a receipt or bill of sale. Please follow these steps;

    1. Take a copy your horse’s passport; keep these for your own records.
    2. Complete the TO2 - PASSPORT CHANGE OF OWNERSHIP FORM.
    3. Enclose copy of the horse’s registration paper.
    4. Enclose proof of ownership.
    5. Enclose passport.
    6. Enclose a cheque made payable to 'FHAGBI Ltd '.
    7. Send the above documents to Michaela Green (address is on the TO2 form).

    The passport will be updated and returned to you within 5 days of receipt. Your horses' details along with your name and address will be inserted and held on the Central Equine Database (CED). Please note that FHAGBI, KFPS and DEFRA will be permitted to have access to horse passport details and owner/keeper names and addresses for studbook management and animal health surveillance purposes.

    Cost: £50.00 (includes return postage via Royal Mail Special Delivery)

    Additional passports with same owner details and sent at the same time will be charged at £10.00 per passport.

Old-style passport

WITH medical treatment insert

If your Friesian has an old-style, green/yellow passport WITH the medical treatment insert, please follow the steps listed above for the new-style passport as it is exactly the same procedure.

WITHOUT medical treatment insert

If you have purchased a Friesian with the old-style, green/yellow passport that does not have a medical treatment insert and the registration papers are not yet in your name, it is recommended that you send these documents off together so the KFPS can update both at the same time.

  1. Become a GOLD member of FHAGBI (click here for details).
  2. Take copies of your horse’s registration paper and passport; keep these for your own records.
  3. Fill in your name and address on the back of the registration paper.
  4. Download, print and complete the TO1 - REGISTRATION PAPER CHANGE OF OWNERSHIP FORM.
  5. Download, print and complete the OP1 - ORIGINAL PASSPORT FORM. This form will also need to be completed by your veterinarian or a passport officer to verify the identity and microchip of the horse. If your horse's passport already has the medical treatment insert, you do not need to fill in this form.
  6. Enclose registration paper.
  7. Enclose original passport.
  8. Send the above documents to the KFPS (address is on the forms). We strongly recommend sending it via registered post and put your details as return address on the back of the envelope.

Once received, the KFPS will then invoice you directly. Payment of the invoice can be done in various ways.

  • Contact Lynsey Gordon, quoting the invoice number and amount in Euros. Lynsey will reply with the amount in pounds, plus bank fee. Send Lynsey the payment and she will pay the KFPS on your behalf.
  • Bank transfer
  • PayPal
  • Through your 'MY KFPS' account under 'My Invoices' on the KFPS website.

More information on the last three payment options will be included in the invoice sent to you by the KFPS. Once the KFPS has received your payment, they will issue/send you a new registration paper, and if sending an old-style passport without medical treatment insert, they will overstamp the old passport and issue a new-style, maroon passport listing you as the current owner.

There may be a rare instance where you have already updated your Friesians registration paper into your name, but still have the old-style passport without the added medical treatment insert. If this is the case, please complete the OP1 - ORIGINAL PASSPORT FORM, enclose the original passport and send it to the KFPS.

DUPLICATE/REPLACEMENT PASSPORT

Apply for a duplicate (lost/missing/stolen) passport

    If you have have lost your Friesian's KFPS passport (in your name or not), or it was not handed over at the time of sale, nor sent on to the KFPS, then you will need to apply to the KFPS for a duplicate passport. Follow these steps if you require a duplicate passport;

    1. Download, print and complete the DP1 - HORSE IDENTIFICATION FORM. This form will need to be completed by your veterinarian to verify the identity and microchip of the horse.
    2. Download, print and complete the DP2 - DUPLICATE OR REPLACEMENT PASSPORT FORM. This is to declare the reasons for requesting a duplicate/replacement passport.
    3. Send the above 2 documents to the KFPS (address is on the form). It is worth sending it via registered post and put your details as return address on the back of the envelope.

    Once received, the KFPS will then invoice you directly. Payment of the invoice can be done in various ways.

UPDATE PASSPORT DETAILS

Update ownership details on passport (house move/name change etc)

    If your Friesian's passport is already in your name, but you have moved house/got married etc or any of your details on the passport have changed, please follow these steps;

    1. Take a copy your horse’s passport; keep these for your own records.
    2. Download, print and complete the UO1 - PASSPORT UPDATE OWNERSHIP FORM.
    3. Enclose passport.
    4. Enclose a cheque for the amount below.
    5. Send the above documents to Michaela Green (address is on the UO1 form).

    The passport will be updated and returned to you within 5 days of receipt. Your horses' details along with your name and address will be inserted and held on the Central Equine Database (CED). Please note that FHAGBI, KFPS and DEFRA will be permitted to have access to horse passport details and owner/keeper names and addresses for studbook management and animal health surveillance purposes.

    MEMBERS - Cost: FREE - apart from cost of return postage (£7.25)

IMPORTANT

DO NOT BUY A FRIESIAN WITHOUT A PASSPORT

Occasionally we receive calls from horse owners who have bought a Friesian without a passport. It is an offence (maximum fine £5000) to sell a horse without handing over the passport at the time of the sale. Here are a few reasons why someone might try to sell a horse without a passport;

  1. The horse might be stolen or part of an ownership dispute
  2. The horse may not be a KFPS Registered Friesian
  3. The passport is genuinely lost but the seller does not want to apply for a duplicate for whatever the reason.

Our advice is NEVER buy a horse without being handed the passport at the time you collect the horse. If the passport has been lost, wait until the seller has obtained a Duplicate passport. DO NOT buy a horse with an application form, the seller must apply for the passport themselves. Before agreeing a sale ALWAYS check that the passport matches the horse you are buying and get a vet to check that the microchip matches the one noted on the passport. If you are unsure of the details of a passport, please feel free to contact Michaela Green. Get a RECEIPT for the horse you buy which identifies the horse by its Registration Number and Microchip Number and clearly states the name, address and contact telephone numbers of the seller along with their signature, the date and amount you have paid.

REPORT anyone who tries to sell you a horse without a passport to the Animal Health officer at your local council.

Any member found to be;

  • Advertising or selling non-KFPS registered Friesian horses as being KFPS registered, or selling horses with false/illegal passports and registration papers
  • Selling horses without passports or, in the instance of B-Book horses, without having applied for registration and passport
  • Selling horses with false or misleading vetting certificates, or knowingly misleading a potential purchaser about the health status of a horse they are selling

Will have membership immediately terminated without the right to appeal and may be declined future membership.
