Updating Passports

Procedure for updating ownership on KFPS issued passports

**Passports MUST be updated within 30 days of purchase or you risk a £5,000 fine from DEFRA

It is now EU law that the registered owner must also be named on the passport as well as on the registration papers. It has been agreed by DEFRA and the KFPS that FHAGBI, as PIO for the KFPS in the UK, can change ownership on passports. However, we do require proof of ownership of the horse. If you join FHAGBI as a MEMBER and your HORSE(S) REGISTRATION PAPERS have been updated into your own name, this is adequate proof of ownership and FHAGBI can update your passport free of charge, we just request you cover the cost of Special Delivery postage of £7.15. (please consult the document on transfer of ownership on registration papers for further advice).

FHAGBI are now able to update ownership details on NON MEMBERS KFPS Passports. The fee for one passport is £50.00 plus postage. Additional passports with the same owner details and sent at the same time will be charged at £10.00 per passport. Proof of ownership in the form of a 'bill of sale' MUST be provided along with a copy of the Registration papers and a completed Application Form (TO2)

Please note FHAGBI cannot change ownership on passports which were not issued by the KFPS or on passports belonging to another breed of horse.

Transfer of ownership on KFPS passports issued to KFPS registered Friesian Horses:

1. To transfer the passport into your name, once your horses' registration papers are in your name you must contact:

Sarah Dobson: sardob@googlemail.com, Tel: 07538 584500 (10am to 4pm - messages will be responded to within 1 working day). Written correspondence, including emails will be responded to with 15 working days of receipt.

In order to arrange send your passport with a completed Application Form (TO2) for change of ownership with a copy of the registration document in your own name.

2. FHAGBI does not charge a fee for transfer of ownership on passports. However we do ask for £7.15 per passport for postage if you wish for your passport to be returned by Special Delivery (next day signed for) Updated passports will be returned to you within 5 days of receipt, and your horses' details along with your name and address and the breeders name and address will be held on a secure database. Please note that FHAGBI, KFPS, and DEFRA will be permitted to have access to horse passport details and owners / keepers names and addresses for studbook management and animal health surveillance purposes. From 1st September 2012 the National Equine Database (NED) currently used to record equine data ceased to exist.  Any data held will be in line with the Data Protection Act. Those passports with numbers 826 004 will take longer to return as we have to send them on to the KFPS to be reissued with the correct prefix.

IMPORTANT: there are two versions of passports issued by the KFPS:

- Old green and yellow striped passports (with rearing black horses & shield) Issued up to 2004. Passport ID No. = year of birth (i.e. 2003) followed by 5 digits.

These are acceptable in the UK / EU, ONLY where they have a Section IX ‘ Medical Treatment page to conform with legislation. If there is no Section IX the yellow and green passport is NO LONGER VALID and must be returned to the KFPS for a new maroon one. Please note, there will be a fee to pay (see price list at www.fps-studbook.com). You can exchange the passport by returning it to the KFPS together with a completed application form ‘original equine passport’ (available on the KFPS website). The KFPS is compelled to enter a ‘restriction’ in any passport that will be exchanged after January 1st 2010. This restriction prevents the slaughter of the horse for human consumption and can be found on page 26 of the passport.

These passports are fully compliant with a Section IX and medicines record - you only need to apply for ownership to be updated on the passport once the registration papers are transferred into your name, and decide if you want to sign your horse out of the food chain, which your veterinary surgeon can stamp for you, or FHAGBI / KFPS may stamp. Please inform us if you have had your passport stamped that your horse is not for human consumption as we need to keep records up to date.

Before sending the passport away, please photocopy, the page of the passport, with name and registration number, the vaccination record, the outline diagram and Section IX - the medical treatment / not for human consumption page, and keep these at home with your horse.
